Aadhaar-PAN linking must from July 1, govt notifies rules


NEW DELHI: The government has forced taxpayers to link existing Aadhaar numbers with PAN cards as of July 1.

By amending the income tax rules and notifying it, the government has made the Aadhaar 12-digit biometric quote or the identification of the inscription a necessity at the time of application of the permanent account number (PAN).

Finance Minister Arun Jaitley through an amendment to the tax proposals in the Finance Act for 2017-18 had made Aadhaar mandatory to file income tax returns and provided the linkage of PAN with Aadhaar to control tax evasion Through the use of multiple PAN cards.

The revenue department said that "to each person to whom PAN has been assigned on July 1, 2017 and who, in accordance with the provisions of subsection (2) of section 139AA, must indicate his / her number Aadhaar, El Director general of income tax (systems) or DGIT (systems) ".

In addition, it entrusted the main DGIT with the specification of formats and standards together with the verification procedure of documents filed with the PAN application or the indication of the Aadhaar number.

The rules will come into effect as of July 1, 2017, said the revenue department while amending Rule 114 of the I-T Act, which deals with the PAN allocation request.

Approximately 2.07 crore contributors have already linked their Aadhaar with PAN.
There are more than 25 PAN card holders crore in the country, while Aadhaar has been issued to 111 crore people.

Earlier this month, the Supreme Court had upheld the validity of a provision of the IT Act that required Aadhaar to assign PAN cards and ITR filings, but had partially suspended its implementation until a constitutional court addressed the issue of Right to privacy.
Accordingly, the Central Board of Direct Taxes (CBDT) had said that the Aadhaar and PAN linkage would be a "must" for filing income tax returns (ITRs) and obtaining PAN from 1 of July.

While Aadhaar is biometric authentication issued by UIDAI, PAN is a 10-digit alphanumeric number assigned by the I-T department to individuals.
